Is the stainless steel cutter meant to be used with the wooden stamper?

No. Although we do have the stainless steel cutter and wooden stamper pictured together (and they are also packaged together) – these are two individual pieces. The stainless steel cookie cutter is a single piece that can be used to cut those cookies! The wooden stamper is exclusively for the interchangeable silicone stamps.
